No body parts found at Virginia home during serial killer investigation.

Does anyone know when he was living there? The articles I read didn't say when he was in VA. Sadly, a lot of people have gone missing in that area. Many don't seem to have been investigated much at all.

Investigators tracing the history of suspected New Britain serial killer William Devin Howell are looking into his possible connection to the unsolved 1991 murder of a woman in Florida.

April Marie Stone disappeared on Jan. 14, 1991, as she was walking along a state highway in South Apopka, Fla. Stone, 21 at the time, was found two days later wrapped in a blanket off a dirt road in nearby Sanford.

At the time of the slaying, Howell was living in Casselberry, about 15 miles away from where the body was found. Howell was arrested a few months after Stone's death. Police records obtained by The Courant show that Howell, who was also 21 at the time, was charged with soliciting a prostitute in Altamonte Springs, Fla. on April 12, 1991. Altamonte Springs borders Casselberry.

So from what we can glean from the report, there are at least two reasons why Howell is of interest in the April Stone murder.

1) Stone was wrapped in a blanket. The CT victims were wrapped in blankets. (The CT victims were buried, however, and Stone was not.)

2) Stone was murdered on Jan 14, 1991. Howell was residing in Casselberry at the time, 15 miles from where Stone's body was found.

The article suggests there are other similarities, but only describes the ones above.

ETA: A few facts about April Stone's murder

- She'd left home to go for a walk, leaving behind her wallet and ID. Father stated she often went for walks with her Walkman.
- COD was stab wounds
- Death took place shortly after she left home.
- "...last seen about 4 p.m. Jan. 14 walking along Old Dixie Highway - State Road 424 - in Apopka."
- Jan 16, "...body was found 15 miles away on Painted Post Road near State Road 46 and the Wekiva River"

Suspected Serial Killer Arraigned In 6 More Slayings; Records Give Crime Details

William Devin Howell, charged Friday with killing six individuals and dumping their bodies behind a New Britain strip mall, wrapped one victim's body in plastic for two weeks because it was too cold to bury her, according to court records released after his arraignment.

Howell kept the body inside his van, which he nicknamed the "murder mobile," sleeping next to "his baby," for days, Howell told a prison cell mate, the records said.

The sordid and depraved crimes were outlined in a 13-page arrest warrant affidavit with information given to detectives by various sources - including fellow prison inmates - who are not named in the records.

Howell told his cell mate that "there was a monster inside of him that just came out," the arrest warrant affidavit said. He told the cell mate, "They all should have known they were going die because of the lifestyle they were living."

Howell faces three counts of capital felony murder, three counts of felony murder and three counts of murder. Sources said the underlying felony charge could be either kidnapping or sexual assault.

NEW BRITAIN – William Devin Howell, who is already serving prison time in the death of Nilsa Arizmendi, was charged today with the murders of six other people whose remains were found in the same wooded area on Hartford Road as the 33-year-old woman’s.

The partial remains of Mary Jane Menard, Joyvaline “Joy” Martinez and Diane Cusack were found behind a Hartford Road plaza the same week in August 2007 that Howell was sentenced to 15 years in prison for Arizmendi’s death.

Arizmendi disappeared after taking off with Howell in Wethersfield in July of 2003. The six others, now identified as Howell’s victims also disappeared in 2003. Howell pleaded guilty to manslaughter in her death but had steadfastly refused to reveal where the young mother was buried.

Howell told an inmate that Arizmendi, according to the warrant, was the fourth person he had killed.

Seven victims in ten months, this guy had become unhinged. There's a good chance he had killed prior to 2003 but by then he could no longer control the urge, clearly he was on a year long rampage in 03.

He was arrested in NC in Jan 04, spent 6 months in and was released. I don't think they had found his van with the blood in it at that time but he should've at least been on their radar for Arizmendi's disappearance. According to what I read they released him in July and he was out for around 10 months.

I've seen speculation he could be responsible for Jessica Muskus murder. She was last seen in Waterbury shortly after his release and was later found up near Torrington. Its possible he was bold enough to have killed her after getting out, his whereabouts around that time are sketchy. Its the years leading up to 03 that I would be looking at, hopefully they will release more of his earlier movements and living locations. He's had arrests in FL,GA,NJ,VA,NC and CT.

I guess its also possible something set him off in 02-03 and the 03 victims were the first and last but I get the feeling they were not.

This guy is one sick SOB. The bit about him sleeping with Camilini's body for two weeks makes me think that William Devin Howell may be a necrophile, or at least have necrophiliac tendencies. Sort of Bundy-esque honestly. Also, I don't know what to think at this point regarding other victims, but this quote from Howell to another inmate seems to suggest that the 2003 string of murders was the extent of it.

Howell described himself as a "sick ripper" and said when he went to sleep, "he was going to dream about his seven" victims buried in what he called "his garden," the affidavit said

In any case, I'm elated he's finally being charged with the other murders

A drifter accused of being a serial killer told fellow inmates he killed seven people in Connecticut in 2003, including a woman whose body he kept for two weeks in a van he called the 'murder mobile'.

William Devin Howell, 45, told a cellmate 'there was a monster inside of him that just came out' and called himself a 'sick ripper', according to an arrest warrant released in New Britain on Friday.

He said if he wasn't caught, he was going to go cross-country and kill others, it said.

A watercolor painting attributed to Gary Gilmore and a John Dillinger death mask were among the items listed for sale this week. A search for Howell on the site turned up nothing.

A man who killed two women and two children in Connecticut is expected to be a key witness against another man who allegedly told prison fellow inmates about using his "murder mobile" while killing seven people in the state in 2003...

Mills' testimony is expected to play an important role for prosecutors in a probable cause hearing next week in New Britain Superior Court on whether there is enough evidence to take Howell to trial for six of the seven killings.
