RE: The “RESOLUTION” AKA the Final Police Report
Find attached the translated and edited final police report presenting the investigation findings, which is titled “RESOLUTION”; personal identifiers of certain third parties have been edited. Page references are to the translated pages, not to the original pages.
I will keep my comments (“COMMENT:”) to a minimal. I am not a medical or a forensics expert, nor do I have experience in law enforcement or profiling. If you have such experience, please tell me what you think or how you can help. I plan to add more in-depth comments/analysis/opinions in a later posts.
If you know a certified Czech-to-English translator that is willing to certify a translation, please get involved.
Here is a basic summary of what I find important. I will not repeat what I already pointed out in the previously released police records (one witness statement and the autopsy). But please add to this list if you feel that it would help Jane Doe.
1. The RESOLUTION was published on June 22, 2012 by Komisar Petr Michal. Page 1.
2. Time of death was declared to be March 4, 2012 at 1:00 am. Page 2.
3. The PMI was established at 12 hours. Page 2 ¶ 2.
4. The decedent’s face was described as sallow, page 2 ¶ 2. COMMENT: her skin or complexion gave the impression that she was unwell? This is consistent with the autopsy that determined that she was suffering from cirrhosis and emphysema. This does not correlate with Alice’s physiological or health profile.
5. “The apartment was clean, there was never vomit, traces of blood, etc.” Page 2 ¶ 3. COMMENT: I find this awkward because according to the autopsy, there was dried vomit on her face. Based upon this evidence, could the body have been moved onto the bed from another location? Any LE or EMTs care to share what the scene typically looks like where a person pukes themselves to death? It would probably be a very messy, stinky and grisly scene.
6. The Police “took video and photographic documentation.” Page 2 ¶ 3. COMMENT: The police would not release any videos, and the only CSI photographs released were 2 of the decedent’s face, the driver’s license and Alice’s two passports, AAB’s passport, nominal cash, a credit card, a wallet, and two handwritten notes. Komisar Michal mentioned that the decedent’s face was on family portraits throughout the apartment; My review of those videos would help resolve this once and for all, but the Police refuse to let us see anything else. Can anybody on WS help convince the Czech Police to release this evidence to me or to WS?
7. An empty wine bottle was found at the scene. Page 3 ¶ 2. COMMENT: There is no indication that the police dusted the wine bottle for fingerprints. Why dust for finger prints?
8. Alice’s husband, TB, claimed that he “holds a high position” in employment, that he earns so much money that Alice can be a stay-at-home housewife, that because of his day-time job he is way from home “for extended periods”. Page 3 ¶ 3. COMMENT: Komisar Michal told me over the telephone, although I have not read this anywhere in the police documents, that TB identified the body as Alice, at the police morgue. I will revisit TB’s character later. His “motive” has already been revealed, but more on that, later as well.
9. FJ said that they were not aware of “any health problems with Mrs. Billing”, page 2 ¶ 4.
10. IK, a “family friend” said the Alice was totally financially dependent upon TB, who was a “neglectful alcoholic who was always away from home on business” (paraphrasing IK). IK was the family au Pair. Page 3. COMMENT: While messaging with PJ, out of the blue PJ wrote that IK told him that Alice had millions of dollars on her bank accounts. That sort of contradicts what IK told the Police, doesn't it?
11. IK was appointed as the administrator of Alice’s estate. Page 4 ¶ 1. COMMENT: What about the hubby? Can’t trust TB with Alice’s millions? From Alice who never worked even one day in her life?
12. According to HZ: “Mr. Billing is employed in public relations when he moves in high political circles. His income was so great that Alice could stay home and did not need to seek employment.” Page 4 ¶ 2. COMMENT: More on TB’s employment history, later. Apparently HZ was not aware that Alice had her own millions on her own bank accounts.
13. The last time HZ saw Alice was on Mach 2, 2012. Page 4. Comment: Depending on what time on March 2, 2012, that Alice and HZ parted to go their own ways, this could put a kink on the official PMI.
14. MM was the last person to officially see Alice alive as Alice left MM’s home after 10pm. Page 5. COMMENT: this seems to be the most important witness yet MM was never asked to give a written statement. This seems bizarre because you would think that the police would want to secure the statement of the only witness who can establish the PMI. Any verified LE members care to opine?
15. Alice called MM around 1pm to 2pm to see if MM would take a walk with her. Alice finally showed up around 5 to 5:30 pm. Page 4 ¶ 3.
15. According to MM, Alice’s “husband held a high paid post in his job, which was most of the time away from home”. Page 5. COMMENT: more on that later.
16. “Mrs. Billing has never been employed”. Page 5. COMMENT: awkward that Alice has millions of dollars on her bank accounts yet she never had a day-time job.
17. “Alice talked about her worries over her husband being relocated at company cost to Dubai”. Page 5. COMMENT: This illustrates that Alice is telling witnesses that her husband has a day-time job. None of the witnesses themselves can say that they have first-hand knowledge that TB actually had a day-time job. More, later.
18. MT, a neighbor, last saw Alice on March 1, 2012; they both walked around the residence. “On the state of health she [Alice] did not complain.” Page 5 ¶ 2.
19. A next-door neighbor, JP, saw Alice walking out to her Porsche on March 3, 2012 at between 2:30 and 3:00 pm: they “saw Mrs. Billing on the phone and then get into a vehicle Porsche and quickly departs somewhere, after some time, she returned and carefully parked the car at the curb, which she never does.” Page 5 ¶ 3.
COMMENT 1: no witness statement was secured from this witness either. Taking 2:30 pm as the last time that this witness saw Alice alive, then if Alice dropped dead right there on the spot at 2:30 pm with her telephone still in the clasp of her hand, then she would have been dead for only 22 hours and 52 minutes, which is not long enough for the bacteria to turn her lower abdominal skin greenish by the time when her body gets found. Again, what this witness saw, just like MM, proves that the PMI is not 12 hours or even “a few hours” more.
COMMENT 2: That bit about Alice very carefully parking her Porsche: JP probably only assumed that Alice parked her Porsche so carefully. Or maybe Alice was being cautious so as to not arouse attention? Some would say that people behave when they are trying to get away with something, like not getting attention. What do WS's profilers say?
COMMENT 3: Alice called MM around 1pm to 2pm, then JP sees Alice around 2:30pm to 3:00pm on her phone; Alice finally arrives at MM’s home at 5-530pm: At least 2 hours are unaccounted for. Care to speculate? Alice shows up at MM all “apathetic and in reconciliation”. Was Alice playing MM into believing that she, Alice, was suicidal?
20. The Porsche that Alice left parked out in front of her home “returned to Mr. Billing by confirming the company for which he gave him to use (attested confirmation firm Hill + Knowlton Strategies GmbH, based in Germany).” Page 5 ¶ 5. COMMENT: “the rest of the story” later.
