The children are believed to be with their father, Victorio Abueg Santiago. They may still be in the Honolulu, Hawaii area or may have traveled to the Philippines.
Honolulu authorities say it is very difficult to simply disappear from the Hawaiian island of Oahu: the only way off the island is by air or sea, which is why Navy investigators with NCIS (Naval Criminal Investigative Service) and the Honolulu Police Department are baffled that three members of the Santiago family -- Navy Chief Victorio Santiago and his two sons, Noel and Daniel -- have been missing since July 12, 2002.
