"The identity of the human remains located in the Vance Creek drainage on the Malheur National Forest, in Grant County, Oregon, has been determined. This case stems from a report made by Chad Holliday who found what he believed to be part of a human skull while riding for cattle in November of 1996... A subsequently visitor to our forest was then, Senator Ted Ferrioli of John Day. Ferrioli, while walking his dog in the spring of 1997 came across additional human remains...

Additional information that came from this investigation was that while a full name and date of birth was located, an inquiry into the Law Enforcement Data System and the National Crime Information Center revealed that a valid Washington County, Oregon, warrant for David Larry Stroh, then 51, of Sheridan, Oregon, was issued after a Grand Jury indictment for Sodomy First Degree, Sex Abuse First Degree, Sex Abuse 2nd Degree and a subsequent warrant was issued by the Federal Bureau of Investigation out of Portland, Oregon, in April of 1997 for Unlawful Flight to Avoid Prosecution against Stroh.

Grant County Sheriff Glenn Palmer states, “We believe that Mr. Stroh is a victim of homicidal violence and this case is still being worked as an active homicide.""

GRANT COUNTY: Remains identified in 1996 homicide

One wonders if friends or relatives of a victim of this predator caught up with him and killed him?

Yes, it does make one wonder. The man deserved his day in court.

In late April of 1996, 52-year-old Paul St. Claire was reported missing under suspicious circumstances, and according to the sheriff’s office, St. Claire and the car he was last seen in have never been found.

Investigators believe his disappearance is connected to the unsolved murder of another man named David Larry Stroh.

During the investigation, authorities learned St. Claire was born Lloyd Adam Buzzard. Officials said he began using the name St. Claire as an alias in the early 1970s.

St. Claire moved to the Portland metro area where he became involved in various businesses and was affiliated with a man named Frank Tidwell. Tidwell was an alias used by a man named Robert Stroh, a “violent and dangerous” man with a criminal history, according to the sheriff’s office.

A female relative lived with Stroh. It is not clear how they were related, but officials note she became friends with St. Claire and say that friendship may have led to St. Claire’s disappearance.
