A retired D.C. police lieutenant has been charged with involuntary manslaughter in the fatal shooting of a library officer during a training exercise Thursday, an incident witnesses say could have stemmed from a joke gone tragically wrong.

A D.C. police spokesman, Dustin Sternbeck, identified the retired lieutenant as Jesse Porter, 58, who left the force in November 2020.

He is accused of fatally shooting Maurica Manyan, 25, of Indian Head, Md. Her relatives could not be reached.

A D.C. police officer who responded to the scene said she saw Porter performing CPR on Manyan and heard him say something like: “I thought I had my training gun. Why did I do this? Is she okay?” according to the charging documents.

Why did he bring a loaded gun, if it was just a baton training session? And more so, why would he point the gun at a person? Did he forget that it was loaded? This is horrible.

Isn't that the very first bit of firearms training? Always assume the gun is loaded, and never point it at anyone you don't want dead.

Porter runs a private company called Porter Consulting and Expert Tactical Training, according to online records.

He appeared in court Friday and was released from custody until his preliminary trial on Aug. 24, according to the Post. He was also ordered to surrender any personal firearms to police and was told not to possess any weapons.

Porter’s attorney declined to comment.

The D.C. Public Library is an independent city agency with its own police department, according to the Post. Officers, who are licensed to carry a weapon, are responsible for public safety in the district’s libraries, spokesperson George Williams told the newspaper.

Her son’s first day of preschool was almost a month away, and Maurica Manyan wanted to do everything she could to make the occasion as magical as it felt when she was a kid.

So the 25-year-old saved up enough money to surprise Damauri with a trip to Walmart, where she dreamed about telling him to pick out all the crayons and colored pencils he could find, her family said.

She would never get the chance to take her 4-year-old shopping. Last week, in a room in the lower level of the Anacostia Neighborhood Library, Maurica was fatally shot by a retired D.C. police lieutenant who was training her to become a full-fledged library police officer. The job was supposed to be a steppingstone, she told family, toward her goal of becoming a crime scene investigator one day.

Douglass Morency, the director of public safety for the DC Public Library system, resigned last week in the hours after the fatal shooting of a library officer trainee at the Anacostia Library, officials confirmed.

The DC Public Library said Morency’s last day is Aug. 18, but he is no longer running day-to-day operations for library police.

Officials would not confirm the reason for his stepping down and did not provide a copy of the resignation letter.
