I wonder why Rudd Sr was not given custody of his kids?? ultimately this is SY fault but the system should have seen to it that these children were not stuck in a shelter with a useless mother.

IR Sr. would only be able to get custody of one boy, the other two boys aren't his. But the State has to investigate him first before they hand over IR Jr. To IR Sr.

By investigate, I mean they need to look into his criminal background, finances and all of that.
