I am guessing DW didn't have the phones and investigators were hoping the other suspects would turn them on at some point in the weeks after, but have not.

Phone information and tracking can be obtained without the actual phone. The significances of the phone being stolen is that it could maybe be determined where the phones were taken after leaving the house.
