I was going to say, the wiki states that a cause of death couldn't be established but there are clearly ligature marks on his neck in the postmortem photos. I would be very surprised if that wasn't the cause of death.

Could this be Cesar A. Ortiz from Las Vegas? Similarities in appearance and the timeframe fits. Age was 31 and height matches. Cesar and his girlfriend both reported missing October 1st 1994. His girlfriend was found deceased along I-15 in Baker, CA on October 9th.

Here is my alternate version of the original reconstruction with the gray background. Using photo-editing software, I corrected the purple discoloration on his face, evened out his skin color, lengthened his neck, enhanced facial features, and added his subtle widow's peak.
