The partial human skull found near South Walnut Street in July was unearthed during excavation for the new South Wilmington Wetland Park.

Deputy Chief of Staff John Rago did not say why the discovery was not made public. The News Journal learned about the case from a national database of missing and unidentified people.

The skull was found on July 15 during the excavation of a wooded area behind the gas station at 300 S. Walnut St., near the ShopRite at Christina Crossing.

It is unclear how long the skull was there. The NamUs.gov database says that the skull belonged to an adult of unknown gender.

Skull found in Wilmington in 2019 identified as 2013 missing woman

Nearly two years after a human skull was found during the excavation of a wooded area behind a Wilmington shopping center, officials have identified the remains as a woman who had been reported missing in 2013.

Thirty-four-year-old Nancy Nicole Shipley was reported missing to Delaware State Police on April 8, 2013.

Part of her skull was found on July 15, 2019, near the Christina Crossing shopping center. Police did not say anything at the time, but the discovery showed up on a national database of missing and unidentified people.

The skull was turned over to the Delaware Division of Forensic Sciences for further testing. It was then sent to the University of North Texas for DNA analysis. On March 31 of this year, investigators received a report that identified the remains as Shipley.

The database says the area was canvassed for further remains, but none were found.

"The site was known for significant foot traffic and homeless encampments," the database entry says. "The area where the skull was found was littered with trash and other debris."

The cause of Shipley's death has not been determined.

Wilmington Police are seeking the assistance of the public following the positive identification of human remains found in July 2019.

On March 31, investigators received a report positively identifying the remains as belonging to Nancy M. Shipley (Russum). She had been reported missing on April 8, 2013, out of Delaware State Police jurisdiction; she was 34-years-old at the time.

Shipley was last seen in Wilmington, Delaware on April 16, 2013. She may have been en route to Sussex County, Delaware at the time. She was never been heard from again. She was occasionally homeless prior to her disappearance and frequented 4th Street and Rodney Square according to a missing person database.
