According to this news article, Fowler was arrested for rape in 1995, and had been jailed from then until his death in 2006. Police are looking at him as a suspect in seven of the HOT murders.

I believe he has lived in Florida for some years also!
Dangerous man! He was!

In the show they said at the end that he's suspected in 20 murders. Don't know if this was known yet or not
