Just my experience: My husband and I are former LDS. We moved to Hot Springs, Arkansas and he was called to be a scoutmaster right away. My husband was not an Eagle Scout. He had been in scouts when he was a teen. There was not background check done on him, no scout training. He had only one scout and he suggested to his mom that she get her son involved in a non LDS scout program. My husband was not equipped at all to be a scout master, he did not qualify for the position. In the LDS church, the Bishop gives you your calling, (From God). Since it is from God, we were told to not question anything. Don't know why you are asking if JP was an Eagle Scout our Scoutmaster? Google LDS scouts. NOT Mormon bashing, just stating that the LDS church "calls" men, like my husband, who are not equipped/qualified to lead scouts.
