Sounds like the 14 y/o is at least homesick -- and may have other problems -- school (if she has been here long enuff to be in school), getting used to a new country, and who knows what. This is a sad one, IMO, so far. We'll see how this goes...

I think it is the official document to move her from juvenile holding to adult holding (jail/prison). Once it’s official then the hearings should begin is my guess.
