Hello and Thank you for your condolences.

Here is some additional information for all interested: She was missing from 804 Orange Avenue, Tampa. Alvin Duggan's mother lived next door to that address as well. She is not Little Miss Panasoffkee. I did submit my DNA to CODIS. I was raised and adopted by my maternal grandparents.

There numerous issues with solving this case without a body. This case was handled very poorly from the initial report. Mr. Duggan had politically tied family and mafia tied family. This explains his lengthy criminal record, including federal charges and he only ever spent 8 months incarcerated. It was Alvin Duggan who contacted my maternal grandparents in Clearwater to come and pick me up in the middle of the night stating that he knew my mother would not be back.

At some point in the rather elementary investigation, the sheriff's department focused their attention and belief that my mother "wound up at" McKay Bay Refuse-to-Energy Facility, 112 South 34th Street, Tampa. This was Alvin Duggan's place of employment. It is the belief of one of the retired officers from the case that she was disposed of there. My family and the private investigator that has looked into this matter as well believe the same.

I am so sorry you haven't gotten your answers yet. It is SO wholly unfair to you as an adult, and as your child self. I just want to hug that little baby girl and tell her it's going to be okay. I know your grandparents were wonderful, at least I hope so. I am very interested in your mother's case and will be looking for her. I'm glad you entered your DNA, so if anything does happy to you, there may be answers one day. I will update this link as I find things. She was such a beautiful girl. I am so sorry for your loss and hope The Father brings you some type of peace. I will do my very best.

That's beautiful work...as she was a beautiful girl...with so much life to live. It's so terribly upsetting these women are still unanswered for. I know she didn't leave her child behind. It's SO rare a mother is willing to do that. If she ran at 4 am it was because she HAD to...and her not coming back is such a sign...I'm sure he did it. I'll be searching, maybe we'll find her answers.

It seems she was ruled out. I submitted anyways (before finding this thread), as she is SUCH a close link. There are 4 others that may be LMP, if Alexis is not. They have several indicators though (right ankle of UID was operated on), alexis also had a scar from problems with hers. I'll update the thread if it comes back from DOE as not a match or excluded.

Hello fellow websleuths,

I'm new here and have been researching Little Miss Lake Panasoffkee over the years, but took a hiatus. After researching again, this beautiful young mother, Alexis Duggan, finally appeared and I was in awe at the similarities to LMLP. But, I did see that her daughter has posted here (ruthgology) and said she was ruled out, and that she submitted her DNA to Codis.
I have sent her a direct message in hopes that she will clarify how she was ruled out. The reason being, that the NamUs page for LMLP does not list Alexis Duggan as an Exclusion, nor does it list anyone else for that matter. This blows my mind. All these years, and no one has been excluded? Am I missing something? Or has NamUs not updated it's records?

Also, LMLP is not listed as an Exclusion on Alexis Duggan's NamUs page either. And yet, her own daughter says she's been ruled out?

I'm wondering if she just assumed the LMLP was ruled out as being her mother, because she sent her DNA to Codis and LE would have contacted her if they had been matched. If that's the case, then we may have a problem. Unless LE prompts Codis to make the comparisons, Codis won't do it automatically. At least that's my fairly recent understanding of how Codis works for Comparisons between missing persons and Jane or John does. Unless Codis is prompted to make the comparison, the DNA from all parties involved is just stored there. I hope I'm not wrong, as this is what I found online. This could explain why NamUs isn't showing any Comparisons made between Alexis Duggan and LMLP. Either that, or NamUs really needs to update its records.

Hopefully, ruthgology will either get my message or post directly here so we can get some clarification. And if the comparison has truly been made and LMLP has been ruled out, we can complain to NamUs so they can fix this issue. It doesn't help when we don't know who has been officially excluded.

UPDATE: A sincere Thank You🙏 to ruthgology who has confirmed, via direct message, that her DNA was requested to be matched to Little Miss Lake Panasoffkee by both the Hillsborough County Sheriff's office as well as the Sumter County Sheriff's office. It was NOT A MATCH. Therefore, NamUs has NOT updated their system to reflect this. If I have the time, I will try to reach out. But, if anyone wants to beat me to it, please don't hesitate to do so!

Did she have surgery on her right ankle?
I just wanted to say hello and thank all of you for your interest in my mothers case. I am the daughter of Alexis Godwin Duggan. As an update for you all, Alvin Duggan passed away last week in Safety Harbor Florida. It is believed that he was responsible for my mothers death and he did not leave a dying confession but none the less, I am relieved that he is gone.
