Circumstances of Disappearance
Hallock was last seen by her sister-in-law on December 18, 1969 in their hometown of Fort Lauderdale, Florida. Hallock told her sister-in-law that she had an appointment with a male teacher from the local junior college that evening. Hallock said that the unidentified teacher also did undercover work and that the meeting revolved around a possible employment opportunity for her.
She purchased a pair of black patent leather pumps and told her sister-in-law she planned to wear the shoes that evening, along with a black cocktail dress.
Hallock's car was found abandoned in a nearby parking lot a few days later.

Hallock's sister-in-law became concerned when she was unable to contact Hallock by Christmas 1969. She checked Hallock's apartment shortly thereafter and discovered that Hallock's car keys, driver's license and vehicle registration were missing. Her sister-in-law could not locate the high heels or the black dress Hallock intended to wear to her meeting with the unidentified teacher in the apartment.
A missing person's report was filed for Hallock, but there was no trace of her until April 1973, over four years after her disappearance. Two gold teeth and a shamrock pin discovered in the possession of Gerard John Schaefer, a former Florida law enforcement officer, were identified as belonging to Hallock.
Schaefer was eventually convicted of the murders of two young women in the Florida area in the 1970's and sentenced to two life prison sentences. Schaefer is believed to be responsible for attacks, murders and disappearances of many other young women in the 1960's - 1970's. Schaefer was never charged in connection with Hallock's case.

I don't know what to think about this case, but I think it's obvious that the undercover employment opportunity was a sham from the get-go.

I wonder if any work was done in an attempt to ascertain if Gerard John Schaefer was in the Fort Lauderdale area on or close to the December 18, 1969 date that Carmen Hallock disappeared?

.

Schaefer was raised in Fort Lauderdale from his teens and in 1969 was a teacher in the area - so yes, he was in the right area at the right time to be a suspect. It is all in his Wikipedia entry

Details of Disappearance
Hallock, a cocktail waitress, was last heard from by her sister-in-law on December 18, 1969 in their hometown of Fort Lauderdale, Florida. Hallock called her sister-in-law and told her that she had an appointment with a male teacher from the local junior college that evening.

Hallock said that the unidentified teacher also did undercover work for the government and that the meeting revolved around a possible employment opportunity for her, which would include international travel and a high salary. She purchased a pair of black patent-leather pumps and told her sister-in-law she planned to wear the shoes that evening, along with a black cocktail dress. She was never seen again.

Hallock's sister-in-law became concerned when she was unable to contact Hallock by Christmas Day, 1969. She checked Hallock's apartment shortly thereafter and discovered that Hallock's car keys, driver's license and vehicle registration were missing.

Her bathtub was full and her dog had not been fed. Her sister-in-law could not locate the high heels or the black dress Hallock intended to wear to her meeting with the unidentified teacher in the apartment. Hallock's car was found abandoned in a nearby parking lot a few days later; there was no sign of her at the scene.

A missing person's report was filed for Hallock, but there was no trace of her until April 1973, over four years after her disappearance. Two gold-filled teeth and a shamrock pin discovered in the possession of Gerard John Schaefer Jr., a former Florida law enforcement officer, were identified as belonging to Hallock at that time.

Schaefer was eventually convicted of the murders of two young women in the Florida area in the 1970's and sentenced to two life prison sentences. A photo of Schaefer is posted with this case summary. Neither of the victims was Hallock; her remains have yet to be discovered, and as such she is still listed as a missing person.

Schaefer is believed to be responsible for attacks, murders and disappearances of many other young women in the 1960s and 1970s. It has been established that he was employed as an intern teacher in 1969 in Fort Lauderdale, which made him a viable candidate for suspicion in Hallock's disappearance.

He also wrote a fantasy story about a woman who wore black high heels and a black dress. Schaefer claimed he penned the fantasy in 1967, two years before Hallock vanished, but authorities believe he authored the story as a reminder of his crime in 1969.

Schaefer was never charged in connection with Hallock's case, although her teeth were discovered among his belongings. Possessions of other probable victims of Schaefer's, including Leigh Hainline Bonadies, were also located in his belongings at the time of his 1970's arrest. Bonadies disappeared in 1969 and her body was found in 1978, but not identified until 2004.

He is also considered a suspect in the disappearances of Peggy Rahn, Wendy Stevenson, Nancy Leichner and Pamela Nater. The family of Debora Lowe, who disappeared in 1972, believes he was involved in her case as well. All of them are still missing.

Schaefer wrote a book with the assistance of his former girlfriend, Sondra London, entitled Killer Fiction. He was killed in prison in 1995 by another inmate, Vincent Faustino Rivera, who has since been convicted of Schaefer's murder.

Florida authorities had reopened the investigations into Hallock and Bonadies' disappearances and presumed deaths in 1995, hoping to connect Schaefer to the crimes and close the cases. His murder halted any further investigation into the disappearances. Hallock has never been located and her case remains unsolved but inactive.

Reading this case I have doubts... the professor he was going to meet with didn't say anything about it? Did she make the appointment or was she never able to make it? That of a job with a high salary for what? What should she do to get that job? What would the black dress and shoes be for? Logically, to dress them but for what occasion? to impress that professor about whom nothing is known? Why did that corrupt police officer have his teeth and other belongings? I think that guy intercepted her, kidnapped her and raped her since she had a previous record of similar crimes...
I hope this beautiful woman did not suffer so much when she died...
either way
rest in peace

I really do think this Doe may be Carmen:

This Doe was found with 1" black heels, I believe leather, they were Apollo brand. Wondering, are the Apollo shoes "the" Apollo shoes of the 1960s? From what I can see online (??), this was a German company founded in the late 1880s and their footwear sold in US at this time, advertised in Good Housekeeping, and again, based on what I can see, it looks like Apollo is related to Germany's Sioux company. If so, she wasn't poor. Not saying she was rich, but not poor. And these shoes if they're the ones I'm thinking of were leather.

Carmen was believed to be wearing a black cocktail dress and black leather pumps she'd recently purchased for what she thought was going to be a job interview of sorts with "Killer Cop" Gerard John Schaefer Jr in Florida, who worked in both law enforcement and as a teacher.

He was convicted of two murders but is suspected in many, many more, and he evidently took piles upon piles of trophies. Clothing, jewelry, bones and teeth. Witnesses identified a purse in the killer's possession (looks like he gave it to his wife) as a victim's purse. They found two of Carmen Hallock's teeth in his possession. These aren't the only examples, there are so, so many. And he wrote some fantasy story about a woman in a black cocktail dress and black heels.

He evidently did at least some traveling, he was abroad in Europe and I think Africa. In terms of US, I see a call from him noted at one point from Iowa.

I'm not saying it's definitely Carmen, but there's a good enough case in my mind, considering the shoes and dress and his "story" about the woman with the black shoes and dress. And he did take clothing as trophies. I wouldn't be surprised if that Doe were actually Carmen, even if the chances seem very slim. This Doe showed no trauma, but they only had a partial skeleton.
