I still say something big is missing from this story. It doesn't make any sense. Why did they handcuff the guy they thought was the victim? And let him bleed out? And then they must have continued to ignore his explanation of what was really going on. There is something up with this cop. He has an impeccable record (almost "super cop" like) except for two incidents where he arrested (and shot) the VICTIM.

This guys "awards" (small dept!) were for stuff like:

Officer whatever his name is displayed excellent skills in usiing his cruiser to locate a suspect

Officer whatever his name is shows up for work on time

Officer whatever his name is utilized his training while running after a suspect and catching him

Officer whatever his name wears pressed uniforms and shaves daily

Officer whatever his name is used his detective skills and smelled weed when a suspect exhaled in his face

Think SNL - I roared when I went into his awards file!!

Only thing that really stands out to me is we have a sharpshooter who does shoot sharply, and appears unable to ascertain correctly what is going on at the scene!!

If someone rings up a price incorrectly for some apple well ok but.........................

Yes, and when they shoot someone who isn't endangering anyone's life, they're looking at several weeks of "administrative leave." I doubt anyone is learning their lesson!

I mentioned this before possible on a different thread but the days of the police investigating themselves in these shooting needs to stop. Also the police department needs to stop circling the wagons around officers who’s actions are indefensible.

The one thing that will be hard to get past in this story is why they handcuffed the victim that they “accidently” shot. Does anyone have a link where the police tried to explain why they did this? Did they also handcuff the autistic man that they thought was a threat? If not that will be hard to explain away.

It is so infurating.....

LE has made the whole thing worse IMO.If after Michael and Freddie they would be responsive to the public.

Lets be honest here - what we are talking in essense, here survilence video. Does LE need 6 months to investigate a 7-11 robbery surveliance video. Of course not!

All this "under investiagtaion ****%^ is just that . We are talking about an event that is usually as a quick as a robbery. Push play, watch 22 seconds, make a desision, release to media, and either arrest cop or dont. Move on.

Do they wait half a year to relase robbery footage?

What on earth is their to investigate when the event is on cameras. Employers who see employees stealing on their surveliance equitment fire them in 3 hours. Are private employers "paying" employees while the look" into "
someone stealing on video?

This stuff is actually "easier" - in most instances no one is digusied! Determing if someone turned around , or didn't, lifted an arm up, or had an arm dangling by their side, had something in their hand, or nothing, lunged toward, or away is really not difficult to ascertain on the first viewing. This truly is not rocket science, imo. It is laughable (not really) and inciting the whole thing.

Yhe event in the car, recently, (girlfriend posted on FB) we had a guy sitting in a car, a cop towering over him outside looking in. Lets say he went for a gun. Sitting down , trying to get a gun out of your pocket, raising ones arm and firing would take longer (just reflex anatamy stuff) would be longer than the cop finger on the trigger 6 inches away from the dude.

All that cop needed to do was see if a gun started to come out of a pocket 9 Which visually to me does not seem like it would be all that quick sitting down in a car)
Wallets and guns DO look different! That cops emotionial state caught on the very same tape , struck me as maybe the dude was in the wrong profession.

If we heard just the audio of him , with no background, we would conclude that whoever we are hearing is not emotionally stable.

All this "investigating" needs to IMO stop.

Those of us here, who know more about the game- wait until the story dies- it is a manipulative lie.

I totally agree with you on the time it takes to release the tapes. It seems logical to me the sooner tapes are released the better. I do know they have to wait until all witness and those involved are interviewed to release the tape. I also know that once other agencies become involved they (feds) can request the tapes not to be released tieing the hands of local police. I don't know all of the protocol they have to follow, but I would like to see the tapes released sooner.
IMO a lot of times releasing the tape helps the officer, so I don't think law enforcement sits on releasing the tapes till things are forgotten.

The purpose of administrative leave should be to allow time for an investigation.

Presumably, base on the stats provided above, there is a strong tendency for investigations to close out without any findings of error. Extremely suspicious.

I&#8217;m pretty sure that the police have not explained why they handcuffed the victim, and I doubt they ever will. But from what I have heard the pro-police people say in the past, the rationale for handcuffing a police shooting victim is the safety of the police officer. The officers safety is paramount to everything else. <modsnip>

With these cases I find the need to investiagte, that takes half a year, when there is video, everyone is alive - is just a effective game to wait for media to just go away - and hey it works as we have seen

imo as long as that continues this too shall continue to happen moo

He is really anxious. He has bitten all his nails.&#8221;

The state&#8217;s solution: The Agency for Persons with Disabilities plans to move Rios Tuesday into the Carlton Palms Educational Center, a Mount Dora facility for disabled people with complex behavioral problems. It is a facility that state administrators are trying to shut down. Carlton Palms has a long history of abuse and neglect, including the July 2013 death of a Broward girl who succumbed to dehydration &#8212; the result of a severe, but untreated, infection.

Sadly, this is not uncommon, particularly for those with dual diagnoses. This is the worst case scenario for community based services - and something that proper funding and staffing would likely fix. The way it is now, everyone loses, but mostly this young man.

North Miami Cop Who Shot Charles Kinsey Charged With Attempted Manslaughter

Miami-Dade's top prosecutor, State Attorney Katherine Fernandez Rundle, has recently faced a tidal wave of criticism from police-reform activists for her reluctance to prosecute cops who kill on the job. Today, Rundle did something she's never done in her 24 years in office: charged an officer for an on-duty shooting.

"These charges are the result of a lengthy inquiry which included a prosecutorial review of the police investigation, numerous police and prosecutor meetings to review case evidence, site re-enactments, and the taking of additional statements of police witnesses after the completion of the FDLE investigation," a news release from Rundle's office reads. Aledda's bond is set at $6,000, according to his arrest warrant.

Aledda's 25-page arrest warrant now reveals the exact words cops used over police radio. "I have a visual. Does not appear to be a firearm. Have units QRX," the warrant says NMPD cop Alens Bernadeau said over the radio. The warrant explains that "QRX is code for 'stand by.'" The dispatcher then repeated Bernadeau's calls to stand by and not to fire.

The evidence directly contradicts statements from the Dade County Police Benevolent Association, which claimed Aledda fired his weapon because he thought Rios-Soto was holding a gun.

Thanks Blue! I'd never forgotten this case but forgot to check for updates.

Charges were added in May.

In arresting Aledda, prosecutors initially charged him with one felony count of attempted manslaughter and one misdemeanor count of culpable negligence.

During the Friday hearing, they officially filed two felony counts of attempted manslaughter, one for Kinsey and added one for Rios. The autistic man was not hit, but the shot fired at him &#8220;could have resulted in death,&#8221; according to the formal charges.

Arnaldo Rios, a severely autistic 27-year-old with an IQ of 40, sat handcuffed on the ground for 20 minutes after a police officer shot his unarmed caretaker. Still in handcuffs, Rios was placed in the back of a patrol car for about two more hours.
