The decedent was discovered by a construction worker operating a bulldozer, clearing an area of palmetto brush. He noticed he uncovered some items of clothing and took a closer look. He then realized that it was skeletal remains and contacted law enforcement.

Ramon went missing from Miami 4 years prior to John Doe's discovery. He told family he was going to Mexico but that hadn't been confirmed. He is listed as white/hisp but his features could have been interpreted as black, imo. Maybe John Doe's DNA confirms his race is black but if not, could be an error by the ME? We've seen that happen before.
