In the years before two children were killed, stuffed into bags and dumped in a Delray Beach canal, state social welfare workers investigated allegations that the kids were abused or neglected, officials said Monday.

The Florida Department of Children and Families "had prior involvement" with the family of Jermaine McNeil, 10, and Ju'Tyra Allen, 6, but hasn't been called to investigate a complaint about their treatment since 2005, said Elisa Cramer, a department spokeswoman.

At that point, the children's mother, Felicia Brown, had just begun seeing Clem Beauchamp, now a suspect in the deaths of Brown and her children, according to court documents and police reports.

BBM - OK let's see if we're smarter than first graders... JuTyra was 6 yrs old, being that it is 2011 she was probably born in or around - oh let's guess, 2005 - she then spent three (3) years with her paternal gmother, being returned to her mother in around 2008. Hmmm, what's wrong with their statement?

While I'm sure tracking the family may have been a problem, I do not believe NO ONE called on the welfare of these kids, nope - not buying what they are handing out today.

WEST PALM BEACH, Fla. - Clem Beauchamp, a suspect in the deaths of two children and their mother, appeared in court Wednesday on unrelated federal charges.

Beauchamp represented himself. He said between himself and his sister he only has a house, and no money for an attorney.

Because he has equity in the home the judge said she could not appoint a public defender and told Beauchamp to hire an attorney.

Beauchamp said he was not a danger to the community, but the judge denied him bond.

Guess that would be motive for him to silence her.

He's been charged with the additional offence of possession of a gun by a convicted felon.

He also lied of course about having spoken to Brown in December (after her body was found but unidentified at that point).

There's your motive for keeping it all quiet and telling everyone she was in jail - just keep those checks coming. He probably knew all her accounts and PIN numbers so he had complete access to all the money.

Maybe. I was thinking he was afraid the kids were going to talk.
I also think it's possible that the girlfriend played a huge role in the murders or that she possibly killed the kids herself.

It is confusing and I wonder if they are pretty sure but are awaiting definitive dna results before moving forward to press murder charges but are able to release remains for burial (treading sensitively here)as remains have been identified by family members.

She was a Jane Doe until last week right? But she has a tattoo with the children's names (some unusual ones at that) and an ID by family.

While there were indications of neglect for mom and kids, there was nothing to indicate that the kids were in danger from the mom.
