It would be good to have the address of his home and the address of the doctors office. It's FL and there's lots of water, bridges, canals, etc. We can’t point out possibilities without more info. It doesn't sound like he ever arrived at the doctor's office. Maybe the traffic cameras show which direction he was headed, where he was last captured on camera and any businesses he may have visited.

Did he ever make it to the doctor's? Or did he get lost on the way there? Is there a history of dementia or other mental or physical illness?

The flyer above says he borrowed his mother's Nissan (he arrived via city bus to her home) to go to a Dr's appt. He was going to stop at WalMart afterward his appt to pick up his meds.

Plenty of traffic cameras in FL and cameras at Walmarts. There’s also plenty of deep runoff retention ponds in every neighborhood.
The neighborhood Pond is where I would check first.

Wonder if he was ever found, would be a good case for Adventures With Purpose if he is still missing with his vehicle.
