Something about him reminds me a lot of this guy. Height is off a few inches and I don’t know if they’d exclude/miss the UID having part of a finger missing. But taking into consideration he could have lost some weight in his face (the photo was taken a decade prior to his disappearance), I think theres somewhat of a resemblance.

I think we should ponder this possible match some more. They both even had blue pants and light-colored shirts, although PMI was one day, while RF went missing in August. And the reconstruction looks younger than RF, although that might not mean anything since estimated age does go up to 55.

In any case, this UID case needs more attention...

Note to self: submit this tomorrow. ;)

A few observations if I may:
Mr. Franco's missing (partially) middle finger...I just can't see how this would have been missed or not documented for the UID.
Mr. Franco went missing way down in the most southern end of the county while Hialeah is way up at the northern end. This doesn't discount that it could br him, just an observation.
The biggest thing to me is the 4 months in between. The UID was killed very close to discovery in December and Mr. Franco went missing in August. So where was he for 4 months? Respectfully, for these reasons I do not think that this is a match although it should probably still be submitted if for no other reason than to shed light on both cases.
Another interesting thing pertaining to our unidentified is that he was found in a dumpster off of the literal main drag through Hialeah. Even back in 1985 this would have been a very heavily trafficked road. It's just odd to me that instead of finding a more inconspicuous dumpster...of which there would have been plenty as there are tons of businesses, industrial warehouses (mechanics, body shops etc.) in very close proximity...they opted for the most driven road in town. I think that this was done to send a message to someone for sure. This was likely a drug related murder.

A man looking for a cardboard box found him in the large commercial-sized dumpster behind a Kaufman and Roberts appliance store and a picture framing shop. He was neatly wrapped in a plastic tarpaulin. He is described as possibly Latin, 40-45 years old, 5’4” and 130 pounds. He had some change and a book of matches in his pocket. He was thought to have been killed Tuesday night.

Oh my gosh that second article was written by the legendary Edna Buchanan!
Completely off topic from our victim here but super nostalgic for a lifetime Miamian :)
