I think because it developed into an actual full blown hostage assualt. There have been so many different accounts (which IMO are important). Mainly, was there shooting going on after the initial assualt.
One of the guys who hid in the bathroom reported yes, he shot (over the stall at him- he was hit twice).
I say I wish an accurate report would come out regarding this in that it is my understanding (that is what we have all seen) is the mandate now is to storm in instantly.
If they had been hearing shots after the intial wave, why did they not storm for so long?
Then I think, when I heard they did have communication with him there thinking might be there might be some way to talk him out without any more injuries.
I def think his intial plan was to shoot people outside as they were leaving hop in his car a split. If he had been there so often it is somewhat confusing that he did take out the armed cop first before proceeding -drunk?
It has been "portrayed" that the reentry was a more a result of being surprised that someone shot at him.
He would have, IMO, been able to have a high fatality count with his plan if he waited several minutes for the bar to drain out onto the parking lot. I think he was trying to get into postion to do that when the armed guy saw him and the weapon .
If the 9:30 time is correct (when he arrived that night) it seems his only reason for waiting is for the bar to get busier. In the old days, you really did not get out before 1030 ish, and there were bottle clubs (after 2:00).
