Maybe this is why there seems to be no arrest record available?

Did this arrest/encounter occur in Miami too? If it did, then we'd know that, in three years, he didn't leave the area he was last seen at—so he could've stayed there longer. But if it didn't, then that might show a pattern of travel.

I searched through newspapers around the time using all of his aliases and didn’t find anything relevant. So who knows where he was arrested.
