Ok...there is an age progressed image circa 2019 on Charley Project. One of the criteria they use to create those is familial traits. In other words, they take into consideration what parents, siblings and other close relatives looked like as they aged. This tells me that Mr. Allard's family is still in contact with authorities on this case. Also the fact that the case was reopened after files were lost (shameful) suggests pressure from family. All of this to say: if anyone in Paul Allen Allard's family stumbles on this site please look at the picture of the Georgia Paul Allard and see if looking at his face sparks any recognition at all....seems so unlikely but you never know.

I think Paul Allard bears a striking resemblance to Body 28, a yet to be identified victim of Gacy. Paul:

Body 28:

Gacy was known to pick up young men that were traveling. Gacy sometimes went after hitchhikers, and Gacy gravitated towards Greyhound bus stations. I can picture Paul running into Gacy in the following scenarios:
-Scenario 1: Gacy is known to have visited multiple US states and NY was one mentioned; if Gacy was driving to/from NY, perhaps he picked up Paul; if he did, Gacy may have offered Paul a job with his construction company (which Gacy often did), and who knows, Gacy may have emphasized health insurance with the position (Paul's finger was bandaged, and he was supposedly going to have amputations); and then, Gacy would have driven Paul all the way back to Chicago with him
-Another scenario: Paul for whatever reason traveled into the Illinois/Chicago area via hitchhiking
-Another scenario: Paul took Greyhound and ended up routed through Chicago,, and this might not have been by choice because I know Greyhound's presence in Chicago at that time was huge in terms of Greyhound overall, it was a hub; however, I don't know that Miami to CT would have diverted into Chicago, it seems unlikely, but I'd say it's still possible
-Another scenario: fearing the pending amputation of his fingers, Paul decided himself to go to another location entirely, and Chicago came into play

While I would usually not even entertain the idea of Paul as a Gacy victim with the geographical distances involved, I see an incredible resemblance in terms of the likeness for Body 28 and Paul.
