Fox reporter (Shay) was live on air saying that an 'investigator' took the protest sign and brought it across the street to throw in the trash. He then turned the sprinklers on. Someone brought the sign back to the woman:

I believe the light from the candles is messed up due to the darkness and the camera. There were three candles it looked like, maybe more.
