I would be interested in the circumstances of discovery--the apartment building is described as abandoned (it seems to be reoccupied now as the "Cascade Oaks")--but he was apparently discovered within hours of death, inside one of the apartments. I'm assuming it was a known hangout for drugs and/or the unhoused. So perhaps an associate who claimed not to know his name, or someone who found him and was willing to call it in.

His photo looks like the lower end of the age estimate to me, unless it was really cleaned up. Left-sided potential needle marks can indicate a right-handed person. Unfortunately, there doesn't seem to have been much news coverage, at least not that's still readily available.

Answering my own question, Doe Network says he was discovered by a construction worker. The artist of the sketch may be working from a higher quality image, but to my eyes, the post-mortem looks more like a full goatee, if not a complete beard.
