Probably a combination of both. Remember the saying about when you "bite off more than you can chew" (overestimate your abilities or underestimate the difficulty of something). This happens a lot with any business. But I would think that a decent person would recognize when it's getting to be too much and take measures to prevent 18 rotting bodies from piling up. MOO.
Yeah, Tri-state Crematory was in Georgia. It's probably the worst I've heard of besides the recent Colorado case. It was bad enough they activated DMORT to handle and identify the remains.
There is an ongoing case in the UK as well in Hull. 35 rotting bodies, 35 families and unidentifiable ashes. Absolutely horrific
Yeah, generally these cases at a minimum involve fraud, because the bodies being found the way they are proves they're not providing the services they are claiming to, and may even be engaging in deception by providing fake or mixed or someone else's cremains, for example, to families.
