Even if he was, sometimes it still takes a very long time (actually often decades) to connect two cases. It has gotten a bit better since modern databases and better communication between the LE counties.

We dont know his story. He may have lived with different relatives or friends and/or may have been a frequent runaway. Also, still (or-again) there is a deep mistrust towards LE by some minorities. Many would not report anyone missing because they would not trust the police.
