For three weeks, Richard Rowland, 55, had become a familiar face at the Extended Stay Hotel in the 3900 block of Riverside Dr. in Macon.

The brother of Monroe County District 2 Commissioner Eddie Rowland came to the Midstate from his North Carolina home, amid trying to take control of his mental health struggles.

Please see our full report for more on why Rowland believes the mysterious circumstances of his brother's Feb. 10 disappearance could be criminal in nature.

According to WGXA News archives, Davis was arrested and indicted for the 2017 murder of 20-year-old Keenan Guice. He was shot and killed at the Cobblestone Square Apartments on Riley Ave. During that incident, Davis was shot in the chest.

In court documents obtained by WGXA News, Davis had the murder charges dropped against him in 2019 after then Macon Judicial Circuit Chief Assistant District Attorney Nancy Scott Malcor filed a Nolle Pross with the court.

According to Cornell Law School, Nolle prosequi (abbreviated nol. pros.) is a Latin phrase, which directly translates to “not to wish to prosecute.” Nolle prosequi is a legal notice or entry of record that the prosecutor or plaintiff has decided to abandon the prosecution or lawsuit.
