Crescent City sounds right to me, Whisp. Other towns as well, but seems CC had quite a few IIRC from early on in this case.
Where I live there is one county that was well known for the courts' revolving doors. Arrests were made and just about everyone got off or at most a slap on the wrist. There was always a high percentage of crime there but usually nothing real serious.
One time about 25 years ago there was a murder there. It's a small county and just by the process of elimination everyone who lived there knew who did it, including LE. The newspapers reported for many weeks on this murder but all LE would ever say was they were working on it. There was apparently not much by way of forensic evidence but there was a whole boatload of circumstantial evidence. Months went by and finally the perp was arrested, but within weeks he was released and nothing ever came of that case. It remains *unsolved*.
When the news article came out about the DA deciding not to take the case to trial, one of the attorneys in the office I worked in at that time just shook his head and said, "If you ever need to kill someone, do it in [that county]."
Truer words were never spoken.
It looks to me like in Florida, Putnam County is *that county*.
