The rootless hair itself may not have DNA, but it may have dandruff attached to it that does.The root has nuclear DNA. Because for 1 nucleus there is at least a thousand mitochondria, they are easier to extract. Now, depending on the mitochondria, their DNA may be either super rare or very common.
There are publications about sequencing DNA from the rootless hair, but with lots of imputations. It is not great for fresh hair, and may be crucial for old hair subjected to elements,
