I think she meant other states since it’s not allowed to be submitted to codis until after conviction.

Actually, I clearly remember an official stating that his DNA was entered into CODIS after his arrest and they could not enter it prior. I’ll have to find it.

The IP address used to accept the Terms of Service for this account was RH's residence in Massapequa Park. That same day, the "Hunter1903a3" account was used to send pictures of a prostitute in upstate New York between two of RH's "burner" email accounts (pg. 24 of the bail application)

If I am reading this correctly, they are contacting other states to ensure their dna evidence is in codis so nyc can search and link cases with RH dna. It’s a nifty workaround.

That’s really interesting. Upstate NY could be just north of Manhattan or hours away. I wonder if after work he’d go pursue his “hobby” in the northern outskirts of the city. It would be pretty easy for him to do.
