I swear I saw a video with the SC DA and he seems to say that maybe RH's DNA hasn't been entered into state and national databases... because of laws. That it's only usually done if there's a "conviction". WHAT?? Maybe I misunderstood! I'm trying to find another acceptable link to post. Did anyone else hear similar??

"Some neighbors recalled that when Rex Heuermann's father lived in that same house, he used to go jogging. They said he went jogging with an axe. That rumor is unconfirmed."

That sounds like a bad joke

I wouldn’t doubt it. He seemed to like to bring it up a lot..specifically around women.
I've only heard of the one sw he brought it up to at dinner. Were there others?

Well, everyone's got a fridge and a freezer. And all of us have stains in the trays. Probably looking at that and if he stored any body parts in there.. < hated to even type that.
If he was a hunter, he may have had a dedicated freezer just for that. And who goes digging through that kind of thing? If it was downstairs, well, we know his wife is disabled, it would be easy enough to be the one to retrieve some duck or venison when needed. Who looks down to the very bottom? I'm presuming that there weren't actual human remains found in the searches this week, but there would be blood traces all over that kind of freezer which would all need to be tested to see if they are human. And depending on the size of it, a small or dismembered human body could fit in a chest freezer easily. You could fit at least two in mine, if it wasn't filled with ice cream and leftovers so iced up they're impossible to identify.

I'm trying to research NY's DNA Databank. I see the BBM part.

Presently, any offender convicted of a New York State felony offense or Penal Law misdemeanor is required to provide a DNA sample for inclusion in the Databank. This requirement applies to anyone convicted on or after August 1, 2012; the law does not apply to juvenile delinquents, whose cases are handled in Family Courts, or individuals granted youthful offender status by the court, which results in their conviction being sealed except in limited circumstances allowed by law. The Databank also includes samples from offenders who provided them under certain circumstances outlined in state regulation.

Additional Information

The New York State DNA Databank was established by law in 1994 and began operating in 1996. At that time, only offenders convicted of certain offenses were required to provide DNA samples.

The list of crimes that require a DNA sample upon conviction has been expanded five times, most recently in 2012. In addition to requiring DNA samples upon conviction for felony offenses and all Penal Law misdemeanors, the 2012 law expanded a criminal defendant’s access to pre- and post-conviction DNA testing in certain circumstances.

In addition, state regulations permit the release of partial DNA matches that meet certain criteria to law enforcement agencies for investigative purposes and allow law enforcement agencies to request a familial search of the DNA Databank in connection with unsolved, serious crimes. Information in the Databank is protected by state law and by comprehensive internal procedures. The intentional disclosure of a DNA record to an unauthorized person or agency or the intentional use or receipt of DNA records for an unauthorized purpose is a felony.

JMO but if RH's DNA isn't immediately entered into CODIS... I'm gonna' be MAD!

Does this kind of wannabe behaviour remind anyone else of those other serial killers who always wanted to be cops or special forces or whatever but couldn't get in, and so they hang out at cop bars and buy exsquad cars and play pretend that they're the Big Man but at the same time, they secretly know they're not good enough, so they take that thwarted rage out on women (or whoever their chosen victims might be)?

RH strikes me as someone who wanted to be a mover and shaker in NY property and construction. As someone who has power and makes connections. And instead, he's this guy who's an awkward braggart with fashion still stuck in about 1979, whose home is filling up and falling down, who killed at least four vibrant, troubled, loved, complicated, young women because he can't handle what a nonevent his entire existence is without 'winning' by destroying somebody else, someone he knows he can destroy because he never picked a fight with anyone who stood a chance against him.

His devices are filled with communication with sex workers and searches for violent, disturbing SAM featuring women, teens, children, and 'twinks'. He's got enough guns for an army. He's put in jail and he has one question - 'is it in the news?'

I would question, is he really asking, 'am I somebody, now?'

No, dude. You've never been smaller or less significant in your life. Get used to it.

I agree with you, at least partially. But also, might he have been trying to assess just how screwed he was at that precise moment? Meaning, if it's not in the news, that would indicate the investigation might be at the early stages and he might breathe a sigh of relief that he's just a suspect and not THE SUSPECT. But if it's in the news, they've got enough evidence that they were willing to publicize that. I hope my rambling is coherent today.

@helpfulcharlie I also thought something similar. When he was arrested, reportedly he kept quiet and asked for a lawyer right away. I think he was trying to assess the situation. This is a guy who was interacting with escorts, and he knew he was doing something illegal, but maybe he thought he wasn't, as you said, THE SUSPECT.

But I also think it's his reported tendency to brag that will finally make him crack & talk to police. I think it may take some time but eventually he will.

I agree, they will bring in important people " serial killer specialists" of the highest pedigree...he won't be able to resist..
he wants to control the narrative...he wants to brag and and cast a shadow over the others...king for a day! I cannot wait!

It varies state to state. Some states collect DNA after any arrest. In other states it's any arrest for a felony. And other states require a conviction of a felony before they collect DNA. So, it's possible that they haven't collected DNA yet. I don't know NY's laws on the matter.

Earlier in the thread there was some discussion about Craigslist and Backpage. In 2018, FOSTA-SESTA effectively killed Backpage in an effort to "curb online sex work" and human trafficking, which anyone interested in can read about more here...

It sounds like RH had a Tinder profile, but it would be interesting to know more about how changes on Craiglist and Backpage might have forced him to change his approach.

It varies state to state. Some states collect DNA after any arrest. In other states it's any arrest for a felony. And other states require a conviction of a felony before they collect DNA. So, it's possible that they haven't collected DNA yet. I don't know NY's laws on the matter.

I brought it up just a bit on the last thread and I "thought" the DNA was added upon his arrest. I've been trying to do my NY law homework ;)

I’m sure both prints and dna were submitted to all is “is” systems (AFIS, CODIS). Does anyone know the stats on how many states are now required to report to NCIC?

*I wonder if he ever registered here: I don’t know if this was a federal mandate back in the Gilgo days.

ALL New York waterfowl hunters are required to register annually for the Harvest Information Program (HIP). HIP is a federally mandated program which is used solely to survey migratory game bird hunters. For more information about HIP and how to register, see Harvest Information Program (HIP).

*I think he could have used hunting as his cover, particularly searching for disposal grounds, especially in the winter.

They weren’t the exist same distance. All located within 500 feet of each other though. All intact and laid out neatly I believe.
