Yes, I agree that it's a high probability that this is the correct area of the pacific coast.

The fact that he had a storage unit in Seattle, and confirmed killings in California, would support the idea that he used the pacific coast to pick up potential victims and take photos. The pacific coastline being a form of hunting ground. we know he was a transient killer who murdered in multiple states and so it's likely he targeted transient females who would be less likely to be missed and/traced if they disappeared.

The deposition site of Christine Thornton in Wyoming, who was likely picked up in Texas, is evidence of his M.O. that incorporated depositing victims across multiple states; the journey from Texas to Wyoming being a substantial journey of course.

It is possible and likely that he deposited bodies in various other states that are relatively remote. So he picks up victims in California, Texas etc... and then deposits their bodies in Oregon, Wyoming, Montana etc...

It acts as an extra cover against potential subsequent identification of victims.

I just looked around online too. Pinnacle Gulch in Bodega Bay has notable stairs to access the beach. The stairs have been updated and improved over time, so I wasn't able to find a version of stairs that match what the stairs look like in the photo. But it seems a solid bet for a beach, with stairs, in that general Sonoma coastal area.

Yeah that is kind of true for most of the beaches here. I thought it might be shell beach at first, but I remember there being a concrete slab sitting crooked in a gulch along the path, and I saw it in one of the photos and I'm pretty sure that was at schoolhouse beach. I could be wrong thought, they all basically look similiar.
