As for this perp in particular, I think he, like many Greek SKs, was targeting foreign women.*
*To weaken my own argument, I think there was a report of a possible Greek victim among the 7 (or more) incidents. But, perhaps, this was by mistake, as the majority of women jogging in Crete are foreigners. JMO

Of course he (the perp) had selected these woman on account of their origins and (because, as foreign women, there would be) the nonexistence of "relatives", who could, at a later time, discover (since they lived in Crete) they'd have the luck to exact his punishment.
