The juxtaposition underscored a recurring theme of Guzman’s New York trial: how pervasive official corruption in Mexico complicates American authorities’ efforts to investigate and apprehend those involved in the drug trade.
Jurors are expected to begin deliberating Monday after 11 weeks of testimony that included a parade of Guzman’s former associates who told of massive bribes paid to high-level officials....
Mike Vigil, who was a U.S. Drug Enforcement Administration agent for many years, said not even Mexico’s military or federal police will work with authorities at the state and municipal level due to their “cancerous” propensity for being on the take.
“They are squarely in the pockets of the drug cartels, to the point that they engage in the smuggling and transportation of drugs and the killing of cartel enemies,” Vigil told The Associated Press, referring to local police forces. “If you can’t work with them it, it makes it really hard to carry out some of the missions.”..."

Workers and guests at a Downtown Brooklyn boutique hotel were shocked to learn that Joaquin “El Chapo” Guzman’s wife has been staying at the lodging while her drug lord hubby’s on trial nearby.
“I cannot believe this,” said Milton Perez, 45, a reporter from Ecuadoran TV network Teleamazonas, who’s been staying at The Tillary Hotel while covering Guzman’s trial.
“I am worried. The cartels have a lot of money, a lot of resources.”...
One staffer said the hotel didn’t give them a heads up that the spouse of a notorious cocaine trafficker was staying there — but they were “happier not knowing.”

Here's an excerpt from the verdict sheet. The indictment is 10 counts and one of those counts has 27 separate violations. The jurors will have to go through each of these individually to decide whether the evidence proves Chapo is guilty.

Chaotic moment in the courthouse: Two guys who arrived late this morning cut the line, moving in front of people who arrived as early as 2am to get into the courtroom. A shouting match erupted. One of the guys reportedly shoved a journalist, though I didn't see that myself.

Chapo's lawyer argued no, "Coca leaves is not cocaine, ephedrine is not meth." Prosecutors argued yes, noting that one charge is conspiracy to manufacture meth, which can use ephedrine as a precursor. Judge decided to just tell the jury to refer to the evidence and testimony.

We heard several bits of testimony related to ephedrine, specifically in regard to efforts by Chapo to procure the chemical. The Cifuentes family was said to be one of his ephedrine suppliers. We also heard it was often shipped to Mexico through Belize.

The first note came in at 1:58 pm ET. Jury had questions answered by the judge and returned to deliberations at 2:45 pm.
We now know that the foreperson is Juror 11, a younger Hispanic woman. All juror, in case you haven't been following, are anonymous for safety reasons.

This question references count nine of Chapo's indictment, which has to do with use of weapons in a drug trafficking offense. Jury asking if drug wars — against Los Zetas and other cartels — referenced elsewhere in the indictment could be used to convict Chapo on this count.

To convict on the weapons charge (in furtherance of drug trafficking), the jury must 1st convict on 1 of the drug charges. They're asking if Chapo's role in drug wars could be a drug charge.

Two options here: The weapons charge in the 9th of 10 counts. They're either working from simplest to most complicated charges (there was TONS of evidence that Chapo carried guns.) Or, they've already blown through counts 1-8 and are already on 9.

Judge Cogan decided to tell the jury "you may, if you choose, consider evidence of the drug war," but first the jury must decide that Chapo is guilty of the first four counts in his indictment. Here's the indictment for reference on what those counts are:

The question led to something of a philosophical debate, with Chapo's lawyer @NYCDefenseLaw arguing, "I wouldn't want to presume what their understanding and definition of the drug war is." Another point was that the jury asked about "a drug war" not "the drug war."

Just because the jury didn't reach a verdict today it doesn't necessarily mean they are considering an acquittal. This was a complicated case. Even if they didn't consider any evidence and said guilty across the board, just filling out the verdict sheet would take a couple hours.

“I have thoroughly questioned the jury,” Brooklyn federal Judge Brian Cogan told the court after a bench conference with attorneys from both sides, which he promptly sealed.
“Two jurors said they had seen something quickly,” Cogan announced, before saying he would question the two panelists privately about what they’d seen.
Cogan said nothing about the individual conversations after returning to the courtroom, and immediately asked that the jurors be brought in. The full panel entered around 10:20 a.m., when the judge began to instruct them on the law...."

For two and half months, an anonymous and partially sequestered jury of seven women and five men in Brooklyn federal court sat through a case that could be described as "International Drug Trafficking 101."
They heard testimony about unspeakable tortures and ghastly murders, epic corruption at nearly every level of Mexico's government, narco-mistresses and naked subterranean escapes, gold-plated AK-47s and monogrammed diamond-encrusted pistols....

The jury at the U.S. trial of the Mexican drug lord known as El Chapo has begun deliberations.
Jurors began deciding the federal drug-trafficking case against Joaquin Guzman on Monday afternoon.
The jury has heard testimony lasting nearly three months about Guzman's rise to power as the head of the Sinaloa cartel.
Prosecutors say he is responsible for smuggling at least 200 tons of cocaine into the United States and using violence to protect his turf.
The defense claims his role has been exaggerated by cooperators who are seeking leniency in their own cases.
Acting Attorney General Matthew Whitaker paid a visit to the courtroom on Monday to thank the trial team.

Their first question related to charges that Guzman used and carried firearms to further his “drug trafficking crimes.”
“Is a ‘drug war’ considered part of a drug trafficking crime?” the jurors asked.
Brooklyn federal Judge Brian Cogan responded by noting that the firearms charge, the ninth count against Guzman, can only be considered if they first find him guilty of the first four counts — which include engaging in a continuing criminal enterprise and various allegations of drug manufacturing, importing and distribution.
“In determining if the defendant is guilty of counts one, two, three and four, you may, if you choose, consider the evidence of the drug war,” Cogan responded.
The panel of eight women and four men then asked if the drug ephedrine — which can be used to make methamphetamine — is “considered meth.”..."
