OK. I had understood tattoo happened late 2013 as Tammy's punishment to SM for his adultery with Heather.

I think it absolutely did. The young friend who testified (Jacob was it?) said he saw the tattoo and it was fresh looking and Tammy made a comment about if it weren't for that girl...

Now, it's entirely possible Tammy cooked up this punishment in 2012 if Sidney had cheated previously, but never went through with it. If he got the tattoo almost a full 2 years before Heather, then they should have a multitude of photos showing it. Didn't these people go on vacation a lot and live right by a beach?
