Looks like a nice park at that location ... CCV from businesses .. digging into reputation of the park might help. Any Locals ?

Hopefully this respected walking tour video is okay to post.
The park (Allen Gardens) is a nice big park but is often filled with the homeless and other interesting characters, fine by day- perhaps less so by night, imo speculation.

From my decade living right downtown Toronto I can confirm your assessment of Allen Gardens is pretty accurate. The Harvey's at Gerrard & Jarvis is referred to as "Hooker Harvey's" by Ryerson students for good reason. Although I'd say since opening the safe injection site a bit further east in Moss park things have improved, or moved there I suppose.

I'll also add that it's Toronto so while the park may be sketchy the adjacent areas are a total mix.
By direction:
SW - Ryerson University Campus, Dundas Square, The Eaton Centre
W - Nice townhouses, Ryerson Athletics Centre/Biggest Loblaws Ever
NW - Church & Wellesley Village, gay bars
N - Old apartment buildings, some old houses
NE - Cabbagetown - lots of old Victorian houses in various states of upkeep, I love this area but some may find it sketchy, loads of thrift and antique stores. An interesting mix of old and new.
E - More Residential, starting from Parliament and Gerrard and going all the way to the river is formerly one of Toronto's worst housing projects currently demolished/construction site
SE - More old houses, Reagent Park, lots of new condos and redevelopment
S - More old houses, Moss Park, a far sketchier park with safe injection site
