Probably depends on local laws wherever those involved are located. Usually I think you'd need a subpoena or search warrant, but I'm not an expert.

yeah im aware of the laws, so hypothetically speaking if one were to point someone in the right direction could it be done accurately

it's not hard at all...but whether they would give you the results??.....that's another matter governed by privacy laws in most places
