Not sure what they will give you, but have you tried requesting your own records from New York State child social services? Maybe there is some info on your brother in your own records?

They will not give me anything. The only information I got was telling me how old my parents were when I was born and I have an older brother and sister. They will not give me anything else.

What I see in the first photo shared by ISO Family is a boy with prognathism in the lower jaw. I would expect he kept the mild feature as adult as at the time it was not treated.
