It's called sand art hair. I keep wondering what would Joan Rivers and the rest of the Fashion Police say? The article sounds a little commercial-like, but the photos are interesting.

I like it for a younger woman. I'm 50. But I would have done it in my younger days or allow my daughter to do it, if it was not for school hair color regulations.
