How to Start a Missing Person Thread and other thread edits

I see that social media is not considered a "reliable source" but I'm wondering if I can make a post if his family included the missing persons incident report in their social media post. It's too recent to have reached Namus yet and frankly, not sure if local news will bother covering it since where he went missing (Los Angeles) is across the country from where he lives (rural Maryland). But the family's post has verifying details in it like the incident #, officer that took the report, police department investigating, etc.

When I go to the list of new posts, I see that there is a little symbol that looks like a badge, or a circle with a star in the centre and two ribbons pointing up, What is this symbol, and why is it on some threads.

On the list of new posts, there is one at the right side of this thread title. It doesn't show up if you click on the link. It's just on the list page.
