I don't understand-everyone should have been evacuated at JJ's. Why were they told they were safe?

I don't understand-everyone should have been evacuated at JJ's. Why were they told they were safe?

From what I've read, it was because the energy company (MGE) made the call, and not KCFD. Why that would be the case is an interesting question. The situation appears to have been badly botched.
