It is just a dog that was cross bred.Not an evil creature.
Here is an add for a lost dog that states the dog is werewolf looking.

Looks to be a chow/wolf hybrid. Black chows look like bears anyway, to me.

I just looked at the pictures and I'm gonna place my vote for it being a some type of wild cross bred wolf dog. I was expecting to see something really freaky and unusual... instead I just saw the crazy stray who's been tearing up my garbage for the past few weeks :waitasec: .
