He wasn't seeing patients, but was instead in hospital administration. Thing is, it's not the first time he'd been accused of doing this! He voluntarily surrendered a Massachusetts license in 2000, and in 2006 he was accused of doing the same thing to patients in, of all places, Ukraine.
