Where I live there is an extensive volunteer force with the Sheriffs department and even the police with lots of protocol but when we had a missing person in town, an elderly lady, I knew my dogs could find her and I called up the police non emergency number and they forwarded my information, put me on hold, got the detective in charge, got the Sergent, and then I was escorted to the scene, given the scent item, and away we went - my dog found the lady all on the say so of the main detective working around the rules. But they have plenty of rules that sometimes are bypassed without anyone else knowing about it. But if I would have just called up or written and no particular case involved, then I would have had to go through the proper channels. And this too happened in the drowning victims case I worked on, after the sheriff finished working, I got permission from him to bring my dogs in and worked the scene. Yes we found the children. So from my experience, not from anyone's else's and I'm sure different things have happened to others, LE has room for spur of the moment needs with non-LE types that have expert knowledge that is needed.
