Circumstances of Disappearance: Victim was fishing on the South Fork of the Snake River with a friend when they attempted to free an anchor rope which became entangled in the propeller of the motor on their aluminum boat. The boat filled with water and both parties exited the boat. Victim was unable to reach the shore and is presumed drowned. Witnesses observed the victim drifting downstream out of sight. The boat was recovered. Victim disappeared one quarter mile downstream from the Palisades Dam.

Details of Disappearance
Heath was last seen in Bonneville County, Idaho on April 1, 1986. He and his friend were fishing in an aluminum boat on the South Fork of the Snake River, about a quarter-mile downstream from the Palisades Dam. Their anchor rope got tangled in the boat's propeller, and as a result, the boat started filling with water and began to sink.

Both people jumped into the water and tried to swim to shore. Heath's companion made it, but Heath, who was not wearing a life jacket, was unable to reach the shore and was last seen drifting downstream out of sight. He is presumed drowned, but his body has never been located.

I believe that this tibia located in the Snake River in 2009 could be Mr. Heath. It was belonging to someone approximately 5'9" and between 16 and 50. Wayne was 37 years old and 5'9".

'On Friday, BCSO said in a news release that it was various discoveries, including a human tibia bone found in 2009, spanning several decades that led detectives to ultimately identify Heath and close the missing persons cold case 38 years later.
Heath and his friend were fishing just below the Palisades Dam, when a rope became tangled in the boat's propeller, causing it to take on water. The two then abandoned the boat in an attempt to swim to shore, however, Heath never made it. BCSO said that a witness claimed Heath disappeared approximately one-fourth of a mile downstream.
Fast forward 23 years - in June 2009, a local was fishing in the Snake River in Jefferson County, Idaho, when he found a human tibia bone on a sand bar.''
