I thoight the same thing; Maybe that speaks to how lazy and or dumb they were.

Where would they go? I can't imagine that they had the money to rent a place to stay with all that a rental entails. How many days could they afford a cheap hotel? Did they have friends or distant relatives that could take all of them in for who-knows-how-long? And I don't see them really giving a damm about "tomorrow."
Agreed -- it does show, IMO, how lazy and dumb they were. No cares about the next day as long as they can stay high today.

That is very true. Children are afraid to tell about their abuse, and reluctant, as they were often told they were hit because they were "bad" and "deserved it".

Getting a confession from a child about abuse can take specialized skill.

"RIP AJ": Signs in jail windows send apparent message to parents of slain Illinois boy

Someone inside an Illinois county jail apparently had a message to send to the parents facing murder charges in the death of their 5-year-old son.

Handwritten signs reading "RIP AJ" appeared in the windows of the McHenry County Correctional Facility Thursday morning, NBC Chicago reported. The signs were visible moments before Joann Cunningham and Andrew Freund Sr. were set to face charges for the death of their son, Andrew "AJ" Freund.


The signs appeared around 8 a.m. local time, but all but one were removed a short time later.

Jail officials did not respond to a request for comment from NBC Chicago about the signs, including who posted them or why they were taken down. As many as five different signs could be seen posted in windows on several floors of the building.
That's encouraging.

The DCFS report also revelaed significant discrepancies between the deplorable conditions police had found inside the home, and the conditions the DCFS investigator noted one day later. The investigator ultimately deemed allegations of neglect unfounded, “due to lack of evidence for cuts, welt and bruises allegation.”

Officers observed broken flooring, water damage and exposed pipes in the ceiling and piles of clothes, boxes and bags in the dining and living rooms. Feces and urine were scattered throughout the home, according to the report.

“Upstairs in the room where the boys sleep the window was open and the smell of feces was overwhelming,” officers wrote in the report.

An officer called the city’s building and zoning department for an inspection. The department was denied entry to the home when they arrived, according to the report.

So if they were in the hotel on Saturday the 13th, I wonder if any part of his final 'abuse' happened there? Was that part of the crime scene?

I firmly believe that the investigator needs to be charged with whatever crime possible for not doing their job by assigning a "non-founded" on the LE report. This is totally unacceptable. And I don't want to hear about how overworked they are either.

The very first thing this woman did to this child was make him go through opiate withdrawl starting from the moment he was born.
I think she and senior blamed AJ for all their DCPS problems and therefore had deep seated hatred for him and by getting rid of him it would give them and new baby a clean slate a new life.

The caseworker and supervisor responsible for monitoring the well-being of a 5-year-old Illinois boy found dead in a shallow grave have been removed from work on child-welfare cases.

The Department of Children and Family Services announced Friday that the two employees have been placed on administrative duty without casework while the agency reviews their interaction with the family of Andrew "AJ" Freund of Crystal Lake and other families. A spokesman declined to name the employees.

I wonder if he was actually killed a day or so before this date and told detectives differently. Their drug addicts they can’t remember any dates and lie as well. Rachelle Bond while on the stand couldn’t even remember the date her precious Bella was killed.

I can’t imagine a little boy not wanting to be in the pool playing with his brother unless he was being punished as usual. I think he was killed before the hotel stay.

He was born with opiates in his system.
Who handed him back? Who had that power. Who made the decision to send him back to the trenches?
True the parents are the torturous murderers, but they could not have done this without the Official STAMP OF APPROVAL.

The skin on his scalp and face looks red and irritated. Lice? Hives? Exema?
Dry skin -- dehydration? Rash from skin disease? Malnutrition? Scalding?

I think we need a change in the level of authority a CPS/DCFS worker has. They should be able to force entry with police if monsters like these two refuse entry.

I’m writing to all my state and US legislators to take a long hard look at laws meant to protect children. It’s beyond time to save these babies!!
You bring up a very important point. However we are all too familiar with the power and authority of LE and many of them are ill-trained and incapable of assessing and deescalating many situations. So, it appears to me, power without knowledge can be more harmful. That can be remedied with training. I wish they would put money into training and strict mandatory guidelines that focus on the injured. It also seems agencies are more concerned with lawsuits and the perps play on that. Unfortunately, so do many attorneys. MOO.

In the bolded (by me) part of the DCFS report published today, it states that JoAnn was a foster parent and Andrew's removal was in a home of a cousin. I know that unfounded reports should not taint a person's ability to parent if indeed the report is unfounded, so I get why they would expunge a record. However, in the space of a year and a half, there were three reports of drug use/abuse and supervision issues. It took Andrew being born to get some action. What if the foster child had been harmed? This could have been avoided. Just unbelievable.

PREVIOUS HISTORY
The Department’s first interaction with this family began in 2012, prior to Andrew’s birth. JoAnn Summerkamp (maiden name Cunningham) mother of Andrew was a DCFS foster parent who had two prior unfounded cases in 2012. The first case was for Inadequate Supervision and the second case was for Risk of Harm and Environmental neglect. In October 2013, JoAnn gave birth to Andrew Freund, whose toxicology screen tested positive for opiates and benzodiazepines. Andrew was removed from his mother’s care and DCFS was granted temporary custody of Andrew. He was placed with his cousin in what is called a relative foster home.


TIMELINE
06/07/12 DCFS received a hotline call alleging inadequate supervision. The allegations were that JoAnn is abusing prescription drugs and neglecting her foster child. The report was unfounded and expunged.

12/24/12 DCFS hotline received a call alleging environmental neglect and injurious environment as to her oldest son. The report alleged JoAnn is abusing prescription drugs and has mental health issues. The report was unfounded and expunged.

10/16/13 DCFS received a hotline report alleging substance misuse by neglect, afterJoAnn gave birth to Andrew on 10/14/13. Andrew and JoAnn tested positive for opiates and benzodiazepines. The report was indicated forSubstance Misuse. Andrew was removed from his mother’s care during the investigation.......

So JC and AF were abusing and neglecting the oldest boy to the point that the grandmother was able to get custody. We all know how they treated poor AJ. I find it incredibly hard to believe that P is unscathed (as far as physical abuse). I think he's very lucky to make it out of this situation alive. From what we know, I do not think the monsters knew how to love anyone or anything but their habit. Sadly I think poor P is going to carry this with him his entire life.--All MOO
He doesn't look too much better than Andrew. In the pic where Sr. Is holding Andrew, and Joann is holding Little brother.
Little brother's eyes looked so glazed.

The Department of Children and Family Services announced Friday that the two employees have been placed on administrative duty without casework while the agency reviews their interaction with the family of Andrew "AJ" Freund of Crystal Lake and other families. A spokesman declined to name the employees.

Probably faked paperwork in the file. I have reviewed many of those files, and there is a lot of malfeasance on the part of some of the workers.

One issue is that the supervision needs to understand that because of traffic, time, distance, a worker may legitimately only see 4 or 5 cases a day. Some workers will say they did more, or not see a child due to some other issues.

I have long suggested actual bar codes on files that need to be scanned in, like UPS, that adds a digital GPS time, date, coordinate on the file, so that a print out can be placed in the file on a quarterly basis. That way, it is useful for court as well.

I made that suggestion about 10 years ago during a review.

This is possible, but I doubt it’s the case. Since cell data cracked the case I’m guessing GPS data put them at the burial site on 4/15.

Re a little kid not wanting to go in the pool: I bet if his parents had a habit of abusing him with water he wouldn’t.

omg. That is horrific. That poor sweet child :( Why would they take pictures like there's nothing wrong? Like they're all having a regular happy day???
