How do you sit there and smile, and take photos of a child that clearly looks like they have been severely beaten. Are they blind to their own barbarism? Do they really think their abuse is invisible? The normalcy on her face shows how antisocial and delusional she is. Just another day with her precious children who are her life? The hypocrisy reeks.

Photo shoots probably coincide with welfare checks, to make it appear all is well in our happy home.
IMO, the abuse occurred during withdrawal episodes.
When high, she likely had no concerns, as she tapered her concern was getting more, ASAP. Jmo

How does someone who has had a child taken from them for neglect become a Foster Parent, of two children?

Well, I’m my town, there’s signs with a phone #, Be A Foster Parent, on every corner. Also, some people have, people I know of, people I would not allow to dog sit.

This has a little more detail about the time mom was found passed out in the car.

On March 21, 2018, a hospital social worker called the DCFS hotline to report that AJ had “odd bruising on his face,” the state agency said. Both AJ and his younger brother, now 4, were wearing clothes that were inside out, according to a Tribune source who reviewed the child welfare records. The incident began after police found Cunningham asleep in her car, her arms, neck and feet covered in “fresh track marks” from needles, according to the source and records.

They gave Joann,and SR. carte Blanche to commit murder of sweet little Andrew.

Here is what I found and posted earlier (and it is unbelievable):

In the bolded (by me) part of the DCFS report published today, it states that JoAnn was a foster parent and Andrew's removal was in a home of a cousin. I know that unfounded reports should not taint a person's ability to parent if indeed the report is unfounded, so I get why they would expunge a record. However, in the space of a year and a half, there were three reports of drug use/abuse and supervision issues. It took Andrew being born to get some action. What if the foster child had been harmed? This could have been avoided. Just unbelievable.

PREVIOUS HISTORY
The Department’s first interaction with this family began in 2012, prior to Andrew’s birth. JoAnn Summerkamp (maiden name Cunningham) mother of Andrew was a DCFS foster parent who had two prior unfounded cases in 2012. The first case was for Inadequate Supervision and the second case was for Risk of Harm and Environmental neglect. In October 2013, JoAnn gave birth to Andrew Freund, whose toxicology screen tested positive for opiates and benzodiazepines. Andrew was removed from his mother’s care and DCFS was granted temporary custody of Andrew. He was placed with his cousin in what is called a relative foster home.


TIMELINE
06/07/12 DCFS received a hotline call alleging inadequate supervision. The allegations were that JoAnn is abusing prescription drugs and neglecting her foster child. The report was unfounded and expunged.

12/24/12 DCFS hotline received a call alleging environmental neglect and injurious environment as to her oldest son. The report alleged JoAnn is abusing prescription drugs and has mental health issues. The report was unfounded and expunged.

10/16/13 DCFS received a hotline report alleging substance misuse by neglect, afterJoAnn gave birth to Andrew on 10/14/13. Andrew and JoAnn tested positive for opiates and benzodiazepines. The report was indicated forSubstance Misuse. Andrew was removed from his mother’s care during the investigation.......

I'm trying to be impartial about DCFS because they have to operate within the law and all it's constraints, but it's just getting harder and harder to sit on my hands about this.

The JC as Foster Mom is an incredulous story, IF TRUE. If she wasn't the Foster Mom, was it her older child that people were reporting on - the one she lost custody of?

But the timing would fit with her being involved with AJ Sr, as AJ was conceived within 3 months of those reports made in 2012.

As an attorney who isn't married to the client he's sexing, would he be able to expunge her files of this from DCFS?

He's a sleaze and she's 30 years younger and would have been in her late 20's when this happened. Was she that good at manipulating her cokehead attorney?

If this is true, here is a little inside peek as to what we have heard time and time again about the horrors of foster care.

Totally unacceptable. I’m sitting here reading all this, thinking about poor AJ and about the thousands and thousands of kids being abused and neglected. I feel hopeless. I can’t imagine how these kids must feel......

Yes, she was a foster parent. At the end of each report explanation is the terms, "unfounded and expunged."

Another time DCFS found the allegations unfounded. I would certainly like to know what it takes to find an allegation founded. FFS!!!!
  • DCFS investigated allegations of neglect by JC and AF, but concluded they were unfounded. The mother agreed to re-enter treatment.

I'm having a very hard time wrapping my head around this:

JC was a Foster Parent and had a foster child in 2012, yet her own son had been removed from her previously by his grandmother?

How does someone who has had a child taken from them for neglect become a Foster Parent, of two children?

How are these reports of drug abuse and mental health issues expunged? Is there a valid toxicology test done to prove / disprove use?

The grandmother didn’t file the petition with the courts until January 17, 2013.

I am a mandated reporter. Most of the rules are made to ensure that I report with the legal time frame. I think it is important to note that I have been trained that if a child is in imminent danger that I am to always call 911. I have had my fair share of wait times on the line with the DCFS equivalent in my area. If you are mandated you can not remain anonymous. If you want remain anonymous, you can wait on the line I guess. I also have follow up forms to complete within a time frame as well.

As ridiculous as it is to be have to wait and to have this system be so understaffed which can result in child endangerment, it is important to note each and every state holds the purse strings to fund this agency. If the system was not understaffed with high turnover and the least amount of education needed to hold a position, the system would be different. There is a tremendous premium placed on budgets and parent's rights/family reunification. If we want it changed (especially in states with high opiod and drug use that results in child injury and death) it is time to change it through laws and funding. That is not to say that the DCFS employees didn't massively underperform for this child and others. They did, but their hands are tied by budgets, the legal system and those who underfund them. IMHO.

I've reported several cases of child and adult abuse.

I walk right into Social Services and make the report, yes I give my name. I'm not a shame of reporting and if I'm shot in the back it makes it easier to trace, who did it. Many times I have photos or video.

With Adult abuse, it was always medical related. I called 911, explained the situation and I needed APS an officer or two and an ambulance. I, always remained on the scene.

Sure I could have called in the incidents to the 1.800.,line, But, he!! No, I provide any and all information to seek justice.

The ER Dr, who heard the comments, mommies coulda done it, should have been a show stopper. It would have been for me. Pick up the phone call CPS, they have an on call person 24/7, call LE and refuse to discharge the child. A Dr. is legally afforded that right.

The neighbor who at Halloween was told by mom, he scalded his hand, did NOT report it!!!! NO reports around Halloween. If that had been YOU or I, I believe most of us would have I called someone!!!

The incidents with proof were not reported and lets face it how much are any of us get from calling a 1.800 anything.

Yes, everything failed here, just everything!!!

Still catching up on this thread. I pray to God the autopsy doesn’t find that little Andrew had previously broken bones that were never treated. This poor little guy. I hope he somehow knows how many of us truly care for him and all the other sweet, innocent victims we read about here.
