Here are stats from his organization's website, which he mentions in the report:

According to the National Committee to Prevent Child Abuse, 3,000,000 new reports of child abuse or neglect are made every year, one report every ten seconds. On average, Children’s Protective Services, or “CPS,” confirms 1,000,000 of these cases; however, records show that 72% of all children who were confirmed as abused or neglected did not receive any follow-up assistance from CPS. Of those cases reported, an estimated 1,300 children die each year of abuse or neglect – most at their parent’s hands. 90% of those children were age five or younger. Almost half of these victims had a case with CPS. Many children who survive abuse are returned to dangerous homes only to be repeatedly victimized and cycle through the system.

AJ was at a dangerous age, imo. He was old enough to verbalize! When I read his obit that he liked doing jigsaw puzzles, I immediately thought he was given Adderal & told to shut up and do puzzles, while mommy slept. If he was outside, the addicts risked AJ talking, or a nosy in a good way neighbor noticing too much.
If AJ was in charge of P, AJ may have taken the brunt of punishment for any & all misdeeds two unsupervised little boys might have. In the throes of WD, a bowl of cereal knocked over could send the pregnant one over the edge.

Wonder if the addicts grasped the finality of their situation during Juvie court, when severing parental rights was mentioned.

I doubt they even care. I have a feeling she is the type who likes the idea of babies but hates them when they start becoming individuals.

The 63 page police call,log had,numerous reports of stolen medication. They need the police report number and BINGO the Dr would refill. Yes, just say they are stolen and you get a whole new supply.

This is sickening. And this is where I think we need to most reform. The overriding question/concern/issue in every single case like this should be "What is the best thing for the child," and take things like traumatic upheaval from loving, stable homes into account. As far as I'm concerned, parents don't have an automatic right to their children -- meaning when there is doubt or suspicion about any harm at all coming to the chid, the parents' rights become secondary.

ITA The problem is that somewhere along the line, the idea of reunification became paramount. They believe in keeping the family together, even if it’s at the expense of the child. Illinois should rename their agency Department of We Don’t Give a Sh$t About the Children!

Yea, cuz here’s the prob, if they (anyone) can’t get a refill & end up dying, there’s big trouble.
Of course LE get these calls daily, takeca report, knowing the person sold or used the Rx.
We have some locals that have been robbed of their drugs so often, they get their Rx delivered daily, a daily dose. That’s it. On Friday they do get the required amount for weekends.

Think what AJ might have looked like under his clothes.
As we know, an abuser will often inflict injury to areas commonly covered. Not these two. They wanted us all to see, I guess.

Maybe AJ didn’t die in vain, maybe he saved his brother & the new baby.
IMO, JC could not tolerate AJ crying, screaming, etc. so again I ask, after his daily beating, how did they subdue him? The shower?

I’ve been reading the Inspector Generals Report for 2018 and its very unsettling. I’m only about a third of the way thru the case studies and I have to take a break because it’s so depressing. Aside from a few cases of MVAs and cases that appear to be SIDS, there were obvious repeat reports and clear signs of abuse and/or neglect. Even the SIDS cases are probably questionable, seeing as a parent or caregiver had been previously reported to DCFS. There are many cases of infant death by supposed co-sleeping.

Too many times the caseworkers take the parent(s) at their word. MDs decline to definitively state an injury was caused by abuse. A parent swears they’ll clean up their act and there’s no follow up. Parents are told to take themselves and/or the child for follow-up Dr and Psych visits and they don’t. There are obvious discrepancies between what LE states are deplorable conditions and a caseworker saying there’s nothing amiss. There are parents leaving children with babysitters who become easy scapegoats for their own inflicted abuse and/or neglect or blatantly unfit babysitters abusing the children themselves. Reports are deemed “unfounded” and “expunged” over and over again. And drugs, drugs and more drugs!!

I guess it’s easy for me to sit here and say that there is a system-wide failure. A lot of educated people, who are probably smarter and far more knowledgeable than I am, are managing these agencies. Why are there so many cases “falling thru the cracks” ? 98 child deaths in families who have recently been investigated by DCFS are 98 preventable deaths too many!! Parents who have repeatedly demonstrated an inability to care for their children, have children placed back in their care! There appears to be a lot of ineffective and inefficient redundancy. This system has to be taken apart and scrutinized at every level and reassembled to benefit the children they’re supposed to be serving and protecting. This BS of reunification at all costs has far too high a price tag!!

The reason.... Illinois Law mandates they move heaven and earth to keep these kids with the parents.
I'm reading it as well makes me physically ill.

All the counseling, follow up, visits to the home, rehab, etc. it clear to me where the State of Illinois stands on child abuse. I read the law and the DCPS guidelines, they are a joke.

I did very scary I know someone at the Stockton prison they sent him too. My friends son is there. She’s worried sick.

Except they've tried this before and all it did was saddle us with a huge mass incarceration problem and billions spent on keeping folks in prison. I don't know what the answer is, but that wasn't it.

There needs to be a new cost analysis. The cost of drugs, SSSI, TANF, housing and fuel assistance, stealing, the cost of LE/CPS/SS to repeatedly come to home, inpatient and out patient care, home health, free transportion to Dr, mental health visits 7 days per week, and the cost of how many murder trials.
I think the cost of housing with at 20k per year in jail is far cheaper than 70k in benefits. JMHO

I agree. That’s why I’m getting so angry with the “underfunded” excuse. So much money is wasted trying to help people like Cunningham & Freund! Some people are just beyond help and these two demonstrated that over and over again! The first instance of a parent not following thru on a caseworkers recommend should be cause for removal of the child. That would save a LOT of $$ and maybe save a few precious lives too.

I’ve sat in on anger management & parenting classes with drug court participants. Omg
The parenting class reminded me of a Girl Scout meeting on babysitting 101. Not to mention most in attendance had just left the methadone clinic.
And anger management? Attend anger management and you can get your kids back. So yeah, you have an anger issue severe enough to warrant a class but you’re safe around kids. Wth?

They were probably very concerned about AJ starting school later this year. Although they may have had him frightened enough to know there would be dire consequences if he told anyone about what goes on at home. I wonder if AJ telling the ER Doc that maybe mommy didn’t mean to hurt him with the belt was a part of what led them to murder him.
