Scott was located deceased and the article mentions so. His case is an unsolved homicide. It sounds like there might be a poi, just not enough evidence for an arrest, not yet anyway.

Why is this file still showing that it is open? I know we are all aware his remains were found, no arrests have been made, no justice has been served. But he was found deceased - Can someone please change the status of the file?

is still a cold case because, although some remains were found, there has been no conviction and the case remains unsolved
