Keith Dwayne Liggins aka Skiball? Was last seen in Chicago sometime in 1994 but maybe stayed a little longer. Fits the age range is weight is off by 6 lbs. Height is at 5'9 to 6'0 while the UID is 5'9. Though it might not be him as he has tattoos and this UID does not seem to have them.

Anthony Grandberry missing 7/1/95 from Portland, OR fits all categories for this JD. Only 4 days though from the time Anthony was reported missing to the time unidentified was found. It’s a 30 hour drive so not likely unless he flew to Chicago for some reason.

Both are 5’9”
UID 144 lbs. Anthony 140 lbs.
UID hair is closely cut. The hairline recedes in male pattern baldness.
Hair is the same for Anthony, see photo.
Anthony was 35 at the time, within age estimate.
